I tried to search through the old topics as I believe this topic has been discussed before, but couldn't find anything.
Does anyone know if there is a website listing all the states that mandate use of the 3 tier distribution system?

I'm specifically looking at NY, but it would be nice to know if there is a one-stop-shopping site.

Sorry, no help with a comprehensive list, but a word of caution if/when you do find such a list. Seems that definitions of "3 tier" seem to be a bit varied.
My fine state of PA is alleged to be a 3 tier, but as a micro without a pub, I find I can sell to distributors, licensed bars (via my distribution license, which I hold under the same name), and directly to consumers.
I don't FEEL restricted...but maybe I am and I just don't kow it.

Do a google on the "Beer Blue Book" - I don't know who puts it out, but it was available at the business library in the university in my town. It had a chapter explaining the various state regulations.

Linus refers to the Brewery Blue Book. Are you perhaps talking about the one published by Modern Brewery Age?

I've never seen it but from the contents page avialable online it looks pretty comprehensive and appears to have a legal section.

That's the one I was talking about - I bet most libraries would have it in their business section - I know that the Vanderbilt business school had a copy when I was doing research for our brewery.
