ATF Regulations

Does any one know what the minimum malt and hop amounts (percentage) required by the ATF in beer? I want to do an as close to mead ale as possible. Im not lazy but I've wasted a lot of time scanning through my ATF regs and I cant find any hard info and would appreciate anyone who really knows or actually produces something like this. Thanks.

Watch your state laws too...in PA 51% of the fermentable have to come from malt.

25% Malt (can be extract), 75% Honey(or other approved fermentable) and 7 lbs. Hops per 100 bbl.
