Is there any way that you can have a facility that produces mead and belgian beers? I believe wineries are technically not supposed to have malt on premises.

Hello,
It depends upon your state. In Michigan you may possess both a small winemakers and a microbrewers license. (On the same premises.)
I would recommend calling your state liquor control.

Mead without a certain percentage of malt base is considered wine by the ATF/TTB. My understanding is the TTB will allow you to make both beer and wine, providing you apply for and receive both a Brewer's and a Vintner's License. You then have to report on your operations as an alternating premise, meaning you cannot make both beer & wine at the same time, but have to "log" out as a brewery in order to make wine, and back and forth. I am sure that individual States regulate this in many different ways.
