Soda labelling

What are the rules for putting nutrition labels on bottled root beer? We're looking to expand distribution and I want to get our ducks in a row first. I assume that if we produce under a certain amount we're except from nutrition labels. Am I right and does anyone know the amount?

We are in Vermont, and if you sell less than 10,000 units annually you do not have to put nutritional information on the bottle.
